Without looking it up I imagine NY and CA are about as diverse as it gets.

The rural areas yes, but certainly not the large cities in those states, which is where the focus would end up being...

Pretty much the entire upstate region, which is anything north of the Tappan Zee bridge. ;)

Wrong. Upstate is anywhere north of a line drawn tangent to the southern edge of Lake Ontario across the state.

Not really. There would be the partisan challenges by opponents if it were to come to fruition, but states could pick their electors by drawing names out of a hat if they wanted to. There is no constitutional restriction placed on the states with respect to picking their electors.

It only says who can't be an elector:
Article II, Section 1, Clause 2 of the Constitution requires each state legislature to determine how electors for the state are to be chosen, but it disqualifies any person holding a federal office, either elected or appointed, from being an elector.[46] Under Section 3 of the Fourteenth Amendment, any person who has sworn an oath to support the United States Constitution in order to hold either a state or federal office, and later rebelled against the United States, is disqualified from being an elector. However, the Congress may remove this disqualification by a two-thirds vote in each House.

I thought the argument was: The line is at Newburgh or Poughkeepsie. (I'd argue Poughkeepsie because I could ride Amtrak down that far and then jump onto commuter rail to visit The Zoo.)

Kingston? No. Definitely upstate.

But yes, I'd heard the Tappen Zee line of demarcation also. :D

The line is tangent to the southern edge of Lake Ontario. North of that, including the Adirondack Park and North Country? Upstate. South of that? Not upstate.

Depends on who you ask. I work with a bunch of people from LI and NYC, and they consider "upstate" to be Westchester and north. Since I travel to those areas, I consider "downstate" to begin at Poughkeepsie because that is the northernmost stop on the Metro. If you ask Flaggy, he considers upstate to be only the county that he lives in.

No, we don't claim him. He lives out by Syracuse, which explains a lot.

In NYS, the upstate counties are Clinton, Essex, Franklin, St. Lawrence, Jefferson, Lewis, part of Oswego, part of Herkimer, Hamilton, Warren, part of Washington, and a very small bit of Saratoga.

I don't understand how this would be "best." It preserves the anti-democratic over-representation of small states, which is bad. And it takes popular vote and introduces whole number rounding error, which is bad.

Seems like a terrible system that solves no issues. If you like the EV system, just keep it the way it is. If you don't, ditch it entirely and use the pop vote.

States should not be winner take all it is stupid. And sorry but the meme that the smaller states somehow hold too much power is a joke. How often was Hillary in California...how often was she in WI? Why do states like Florida matter, it isnt cause they are smart ;)

If you go straight popular vote Middle America and half the South become irrelevant and the the push to take away voting rights will triple in intensity.

Going to pop vote means blowout states become relevant. The most "upwardly relevant" people in the country will be CA Republicans, followed by Democrats in the deep south and prairie states. Those people are currently ignored.

I agree that the GOP will accelerate and expand their racist and classist dirty tricks, but the only way forward there will be court action. Those sweethearts won't be happy until it becomes "one dollar, one vote." Stopping them and saving the middle class will take even longer than GWOT.
