If I'm a journalist inclined to cover this "story," I'd try to interview the marchers and find out who they are, where they're from, who organized the march, why are marching, and why so few showed up. The threat of nazi politics is real, but the story here (to me) would be about those few who attended this and how was it (un)organized. 20 people in a metro area of half a mil with 50k college students? I think you answered your own hypothetical questions already. Who are they? Troglodytes. Where are they from? Probably rural areas outside of Madison, maybe even out of state. Why are they there? To cause emotional upset, hopefully leading to trouble, and hopefully getting them on the news and/or into a situation where they can sue or press charges.
