Nothing passes due to lack of single party holding 60+ seats in the $enate. Unless there is a tidal wave (toilet flush?), nothing of significance is passing this or the next Congress.

WaPo has a different take. More like the reason it's "$91 Billion" is because of the long-term insurance payments that have to be made which are estimated at $50 Billion.
And, because the island was basically wiped off the map, the $41 Billion was earmarked for Puerto Rico. In actuality, only a fraction of that has been provided to the island.

Right now if either party put forward a bill that praises motherhood, it wouldn't pass.

No, its smart for them. They won't have to be out there campaigning, and being asked every day what their plan for healthcare is. Of course, its still gonna be the albatross hanging over their head. "Why should I vote for you if you're just gonna take my healthcare away from me?"
Congressional Republicans are pizzed Red Don even brought this up as a subject at all. They were hoping to skate by keeping their policies on healthcare on the quiet and down low until they got re-elected and could then destroy it without consequence.
