Yep, that's the Tweet I posted last night. Apparently it goes back to the mid-wives used along that region (because cost of hospitals are expensive and even travelling to one is a haul). Some of the Midwives were caught documenting Mexican born children as Texas born allowing them to get Texas Birth Certificates.
The issue was found during the GW era, and bled into Obama's first term. Lawsuits stemming from the false positives caught by this lead to the issue being dropped.
Trump's administration seems to have felt the need to revive this.
The one article I saw said even retired US veterans from that region have even been harassed and denied passports or scheduled for deportation hearings just because they were midwife births.
One gentleman upon trying to renew his passport, was told by the State Department that to verify he truely was a citizen, he needed to provide hospital records of his birth, home/rental agreements from the time of his birth, or any other supporting documentation that his family was in the US when he was born.
