Not really, it's a long expensive process to get one, so if you leave a job they remain active for two years so you can take a new job without having to go through the process of getting a new one. Simply having an active clearance does not mean you can view classified data. To view any classified data you need to be cleared at the right level and have a need to know. The need to know part is just as important as the clearance part.
