Yep, but think of how big that loophole must be. Those players would have to at least believe they are speaking on behalf of the coach to give the potential transfer the assurance that entering the portal would work out as the transfer athlete wants it to. A little surprising the NCAA doesn’t tighten that up. It’s one thing to say, hey, come to our school we have a great team, great coach, great program. It’s another to say, come to our team; I can assure you our coach will offer when you get in the portal.
Player A from school One who knows player B from school Two because they played together in high school or from club or national teams, etc. talking to one another is OK. Coach from school One saying to player A "Hey, go feel out player B about transferring here" is not OK. That would be an improper contact, because player A would be acting as a representative of the school. How you police that is another thing, and a big problem. But it is very much an improper contact and against the rules.
