I believe you are correct. I would wager that none of the men's or women's hockey conferences have tie breaking criteria that fall outside of conference play/opponents. NC games definitely effect overall perception of a program and impact national rankings but conference standings, and conference player or coach of the year, etc, are supposed to be based on conference play only, although I'm sure those end of season awards are probably also influenced by a team's / a player's overall stats.
Not saying you're wrong, but why would their out of conference record have any bearing whatsoever on the Conference tiebreaker rules??? That just seems like a very odd way to determine home ice.
