No, then he'll be all over it. Grand plans to build luxurious resorts there, plans on how to steal their oil and other assets to benefit himself, constantly crowing to the media about his spectacular victory. The conquering leader will be right in his pomp.

What he has no interest in is doing the hard work of trying to figure out a way of fixing the mess he's made of the whole thing. That's for other people to do.
