Canada has limited production and distribution capabilities, and their downstairs neighbor has that in spades. So they're better off selling their oil at a slight loss ($60) when the US drilled oil is selling globally for more. (WTI is currently $73). Despite people like Whalers spit screaming to "Drill, Baby, Drill!" because we're "dependent on foreign oil," it's absolutely NOT true. The US currently drills and produces enough to be energy independent (and have for years, but it's more profitable to sell (part of) our refined flavor of crude oil to other countries and use a grittier/heavier/cheaper Canadian oil to sell to Americans.
And natural gas... No matter what Donnie Two Scoops or Panic at the JD Vance claim, production and exports are already at a maximum. No amount of production or exporting increase can happen because foreign sources buying it are already at capacity.
