There are numerous public stories about him touching coworkers, inappropriately, in the workplace. Just because he hasn't been arrested and convicted doesn't make him any less of a predator.

Yeah, it does, actually. Relying on "public stories" sounds a little too much like plain old gossip.

So, in your world, if someone commits a crime, but doesn't get arrested, they're not a criminal? Interesting take, let me know how that goes for you.

Who determines whether the person committed the crime in your world--the mayor? Hairdresser? Church moms?
