Like Michigan, that is the result of a huge effort to take over state government by R's in 2010, and it's working. They won that election, and then drew the lines so that they would have control even if they don't have a plurality of the votes. Hopefully, this will here in MI after the neutral re-draw in 2020.
There's a depressing moving about it, and Wisconsin is front and center in the discussion- especially how a very secret group did the re-drawing of the districts is strict silence and secrecy. It's stunning that they have gotten away with that, but the SCOTUS isn't willing to step in even when public decisions were made clearly in the interests of the very few.
Sorry about the side note- but where we are now is very much influenced by the 2010 election.
