He hasn't been governor for over a year now. Besides, DC is also not a state. And there's the USVI, Marshall Islands, Guam, and American Samoa to supply with those handful of vents for those millions and millions of people.

(on a side note, we are terrified about the virus in Puerto Rico- they have the worst healthcare system in the US, and many doctors have come north. So we've restricted contact with MIL to one person.... I doubt we go down for a visit anytime soon... )
