My guess would have been that she was a candidate for the head coaching job but maybe couldn't get a visa sponsored by Canton but doesn't she still need some sort of working visa? I believe a volunteer job is still considered a job in the eyes of Immigration.

Yes she would stil need a temporary visa or work permit for a volunteer job. Maybe those are acquired faster than regular visas?
