No, he really doesn't. He's implying that that you shouldn't vote if you are uninformed. That's persuading people and no different than anyone who says it's your duty to vote. It's your choice and your right. And he leaves out the most important thing. By not voting you deny yourself the right to complain.
Also, he's not telling people to not vote. He just said he personally cannot encourage people TO vote.
He even specifically says get educated on the issues and vote. Or don't. Whatever.

Celebrities encourage people to vote (i.e., read something someone else wrote for them) because, a) they've been persuaded a high voter turnout helps left-leaning candidates, and b) it gives them a sense of worth, to try to partially compensate for being paid millions to put out terrible movies and tv shows.
Mike Rowe is trying to counter that because he's been convinced a low voter turnout helps right-leaning candidates.

Many have tried and failed to get me to cast a guilt vote. I'm not fond of the technique, though it is probably the most popular motivator.
That's not a guilt vote. That's understanding ones own place in history.
I'm talking about the grandmother who says "I spent a lot of effort obtaining this for you, therefore you better use it!" whether it be an ugly tie or right to vote, it's BS. For me it's been friends that volunteer for candidates who "put in a lot of effort on this campaign, don't sit home election day and waste all our work!" If I stay home it's not to disrespect YOUR work, fool. Nobody has the right to force me to vote for someone.
