It looks like Oswego has the top ranked recruiting class according to Neutral Zone.
Not thrilled to see Elmira is absent from the top 10.
I think Skidmore makes the NCAA Tournament this season.

We all know that about 100-200 d1 guys are about to get cut with the new roster limit but I feel like we haven't talked about the increase from 18-26 scholarships. Now everyone one from the 1st line center to the healthy scratches gets a full ride. We might see some top d3 talent decide they'd rather get a full ride and a better degree and decide to go play d1(not necessarily next year but within the next 5 years)
Roster size will have a bigger impact than scholarships. Not every D1 school is going to be able to afford 26 scholarships. But every team generally dresses 22 players for games. That only leaves 4 bodies for healthy scratches, injuries, mid-season transfers, etc. D3 will be an attractive option, especially for competitive programs with good facilities, academics, and generous financial aid packages.
EC lost ~75% of their offensive production to graduation. This year could be a very lean year. Not thrilled to see Elmira is absent from the top 10.

Will the roster limits for D1 be an NCAA all-inclusive limit, or will this decision be left to the individual conferences? We all know that about 100-200 d1 guys are about to get cut with the new roster limit ...

All inclusive. It's part of the negotiated deal between the NCAA and Congress in order to settle all the issues of professionalism, NIL, labor rights, etc. Each sport has their own limits, and all D1 teams must abide by them.
Two big problems is this deal was 1) negotiated by the power conferences, so the small conferences had no say and 2) this deal was mostly negotiated by the basketball and football folks, so other sports had no idea there were even going to be roster limits imposed on them, never mind the actual numbers.
NOTE: This settlement has not yet been approved by the courts.
According to the 333-page settlement, teams will be bound by the roster cap if they implement any part of the settlement, including incremental scholarships. The teams that don’t opt-in for the model won’t be bound by the 26-player cap.
Speaking of Neumann they are back to something. Browsing their recruits seems very similar to back in the day when they had the Canadian scholarship. And you have a former player in Mike Hedden running the ship. Where there is smoke there is typically a fire.

Oswego leading the recruiting class is impressive, but Elmira's absence is disappointing; I agree Skidmore has a solid chance for the NCAA Tournament this season!
