The proof required is either a passport or a certified birth certificate. But more democrats and liberals have passports than republicans and conservatives. And getting a current valid birth certificate costs money (and needs access to be able to request one). Both of which red states suffer in terms of disposable income and access- they have taken it away to try to hurt the minorities in their state- but it hurts them just as much.
So this whole "save act" is going to hurt republican voters more than democrat ones. Which actually matters in states like Michigan- since margins are pretty thin either way.

Even if it does, the people who will be hurt the most are the ones who don't already travel. So places like California will have a bigger gap. Or the difference between MSP and the rest of Minnesota in who travels. Or Michigan. I don't really think conservatives go to Canada unless they already have to.
