I'm amazed Moore's campaign manager actually has a limit to reach. What, because all the rest of Moore's decades of loathsome, hateful, sordid, disgusting crap was OK, and the first week of this was OK, but then you reached your breaking point?

Was there a Nazi who said, "look, 5 million was fine, but by 6 million I started to think: "this is getting out of hand."

Moore continues to slip.

Jones is now ahead on the RCP composite by 0.8 points. 538 has made the point that Moore's erosion is apparently continuing -- it wasn't just the initial hit when the story broke.

-2 would be a lot easier to make up in 2018 than -3.

So I have a modest proposal. I've thought about it for all of 10 minutes so obviously there may be glaring deficiencies.

Let's not use the census to apportion Congressional districts between the states anymore. Let's use turnout in the prior general election.

Not only would states have an incentive to stop voter suppression. They would have an incentive to promote higher turnout with education, for user friendly polling station location and hours. Above all, they would have an incentive to improve the public perception of the legitimacy of the electoral system.

We might even see a nationwide push for voting on a national holiday, a weekend, or an extended period, as well as greater use of mail in balloting.

And give even more power to the GOP? Really?

(Population includes kids and immigrants, neither of whom can vote and more of whom live in urban/suburban districts).

More than outweighed by states actually trying to pump their numbers by pushing up turnout. Think about who gets left out right now.

Also: think about family size. Edgar and Paulette Liberal have 1 kid. Cletus and Darlene Orc have 11.

I have no numbers but it would not surprise me if more immigrants live in red states.

My point exactly. Currently, a third of the country is reactionary but they all vote. Two-thirds of the country is progressive but only half of them vote. So incentify the states to encourage voter turnout in order to increase their representation. There's only one place for them to go for those voters: the same people states have been passively (recently, actively) disenfranchising for decades.
