Pretty sure I read not long ago that Laffer's colleagues pretty much said his entire premise has proven to be untrue. I think even Laffer disavowed some of it...

Intel has been in deep shit for years. Their continued insistence on engineering and manufacturing their own chip designs, instead of transitioning to being a manufacturer who contracts to produce the better designs of younger firms, doomed them. Now they're in the position AMD was in 25 years ago where they dominate the low end of the consumer and business PC market, where there is little money to be made.

They are not at all setup to be a serious player in the GenAI and mobile chip market, either as a designer or a manufacturer.
