Look, I'd love to jump on Drew as well on this, but the plans hadn't even been approved by the Maine Department of Environmental Protection (and likely a US Army Corp of Engineer review as well). Areas improved like this may also include land swaps, where new wetlands are built to offset the displaced wetlands.
The residents 86'd what sounds like a decent idea before it could even be scrutinized and reviewed. This sounds more like a NIMBY problem.

There's another problem where you won't find a single Republican with a single policy idea.
It is Rapid City, but not a reservation. (Reservations are mainly grey, e.g. Sioux County ND, on the border.)
Rapid City, and Sturgis, and the dark reds in MT, are retirement (nice relative climate) and resort areas.
A relative sold their skiing/snowmobiling condo in Big Sky MT for 4x what they paid for it 12 years ago.
