Did they stop being as stringent on the goalie rule as they were in the Women's World Cup? Do I just not understand the rule? Croatia's goalie is a brick wall but I swear he's stepping in front of the line just before the ball is kicked every time. Real time it isn't obvious, but when they go to the slo-mo replay it's clear. And if we're going to get computers determining a sliver of a shoulder offsides it seems like we could apply that to PKs.

You only have to have one foot on or above the line when the ball is kicked now.

Ah, I see that now. The quick rule reference I looked up just stated the goalie had to be on the line, which I read as couldn't have anything in front. But now I read the full rule and it does say they just need part of any foot on the line.

In the last two World Cups, Croatia has advanced five times. They've only officially won one of those.

It’s gotten steadily better for goalkeepers over time.

When I started playing, the GK couldn’t even move until the ball was kicked.
 
Agreed. If the loophole is there, take it and give your team a 15% shot at moving on versus a 0% shot.

These are some pretty interesting stats. As of 2016:
85% of regulation/extra time penalties are successful
In a shootout, that drops to 76%
If you need to score to stay alive, it drops to 62%
If your PK will win the shootout, it’s 92%
The team that shoots first wins 60% of the time.

Through three games:

13/23 for 56% on shootout PKs
0/1 on staying alive
2/2 on walk offs
Team that shoots first has only won 33%
 
Which I believe was still the rule when Briana Scurry clearly ran off the line to cut down the angle on the Chinese kicker.
By that point you could move on the line but couldn’t move off of it until it was kicked.

But yeah, Scurry was waaaaaaaay off the line. That’s still used as an example of “don’t allow this”.

To be honest, I wanted Brazil to win because I want a non-European team to win and Brazil was the realistic hope for that.
