Sure, cops can ride scooters. Why not? Other than the lack of respect they'll undoubtedly receive from their coworkers, I mean.

Didn't you grow up when kids could still have fun on bikes? :D

If the story happened here I wouldn't bat an eye. 3+ on a scooter is common place.
