Okay, I cannot possibly be the first person here to suggest that the Count looks like Gary Bettman.

Dark Helmet
The kid from the movie "Cloak And Dagger"

Etc.

Napoleon is by far the best comparison. He may play with his Crosby & Wings dolls, but he's not anywhere remotely awesome enough to be Dark Helmet.
