I believe every state also makes double buckling illegal (and many have very strict restrictions for how children under a certain age/weight/size can be transported). Sorry pregnant women, you can't legally drive or ride in vehicles!

In some states (Colorado being one of them) you can be held civilly liable for the wrongful death of a viable fetus. Your scenario is not that far off, and will almost certainly happen in the crazy states.
