WVa is a classic case of Dems being out of touch and ignoring the warning signs for too long. They have always been hillbillies and that is fundamentally the reason why they broke off from the genteel planter elites in the rest of Virginia*, because let's be honest none of them were ready to have free blacks as neighbors, or for them to marry their daughters - it was always about money. Then coal propelled them through the Industrial Revolution and most of the 20th century, so they made bank on that for decades. However the blue collar attitude always remained and thus why the labor movement was strong there, until Dems got too fat and happy and stopped paying anything more than lip service to labor and giving a voice to the working class. Now they're boned economically because their pols (R & D) never properly prepared them for the day when coal was no longer a major economic driver and that day has come much faster than they thought it would.

*fed up with privileged rich folk calling them dumb hicks and telling them what is best for them, whilst not paying their fair share of taxes on massive profits to build & maintain the rest of the state's core infrastructure - sound familiar?
 
WV split from VA because it was a different local economy that dictated different interests. There aren't a lot of cotton or tobacco plantations in the mountains. WV and Western PA are their own thing. They started out trapped inside a state that has nothing to do with them. WV escaped; Western PA did not.

If we were redesigning the US so that states were entities of a common character, Appalachia would be its own 2 states: a northeastern Mountain State (blue, WV grey) and a southwestern Holler State (red, KY grey).

There is no WV grey on your map, and the grey Ky has few, if any, hollers. Also contains Lexington and Louisville, which are far from holler. Louisville is also much bluer, and for far longer, than Northern Virginia. It sucks that rich white people took so long to switch from GOP/libertarian to Democrats. Would have helped the rest of us decades ago.
Edit: I’m well aware that transformation is far from complete, and will likely never fully happen.
 
And for Alabama, they make sure to consolidate that vote by putting the western eight counties on the soil belt together, with a narrow strip that runs northeast up to Birmingham. That's the only Democratic held congressional seat in Alabama. The remaining four counties to the East are then split between two other districts.
 
Meh. Cut off their federal funding

I swear to God none of these clowns ever read the Constitution...

(yes I am assuming some of them can read which is probably a mistake)
