If you read the comments there is a lot of semantical arguments about who gets fined or why because the bill is so poorly written.

Uh... I think it's a bad tweet. This is essentially Michigan banning local governments from issuing a vaccine passport. Here's the actual text:

The s***show that is the Anchorage Mayoral election is over and yet just getting started. The runoff between a liberal, Democratic candidate speaking of sanity and facts based thinking versus the “conservative”, Republican candidate who denies COVID is actually a pandemic and whose whole platform is cut everything in the budget but the police department, arrest the homeless, and end the mandates.

The Democratic guy leads by 114 votes, meaning either:

a) he holds on and we’re heading for recount and lawsuit city (Republican dude is a full on Trumper and doesn’t believe Dump lost)
b) the Republican wins and Alaska is basically fucked (Anchorage and its COVID mandates and Democratic run leadership have been the only thing keeping the state from being an India style dumpster fire)

I know nothing about Alaska politics so I defer entirely to you on that, but the bolded...

Perhaps these things have been beneficial to stemming Alaska's COVID problems, but India has well over a billion more people than Alaska, which I'd wager plays rather heavy into it.

Florida. How do you do, fellow students!

A Miami Beach woman has been charged and ordered to stay away from a local high school after police say she trespassed the school and pretended to be a student.

According to police, it all started when 28-year-old Audrey Nicole Francisquini, a Carnival Cruise Line employee who works in sales, entered American Senior High School in Miami on Monday.

That is when security confronted Francisquini, but she portrayed herself to security as a student, and stated that she was looking for the registration office.

...

Later on, police analyzed surveillance footage and came to the conclusion that the entire incident had been pre-planned by Francisquini.

Footage showed that she not only dressed up like a student on purpose, but as she was preventing the students from entering the classroom, she was simultaneously handing them pre-printed pamphlets with her social media username (or handle) on the flyers.

Population doesn’t matter much when the entire medical system for a state funnels everything into one location. Anchorage’s mandates kept people from Anchorage filling the hospitals that the rest of the state needed.

spread is virtually completely related to population and density, not medical system. Otherwise I do agree with you.
