I texted a friend who owns a highway construction company on the west side of Michigan that they never started work or even called back employees because of the shelter-in-place order. They were waiting to start work.That’s surprising to hear states shut it down. Even Michigan kept road construction going.

*edit* Here in Illinois we finally got the asphalt plants approved to open just a couple weeks ago. We still haven't gone 100% working yet. I'm on two projects that aren't going to be starting for another two weeks.
Maybe it depends on the type of work being done? Because MDOT has definitely been doing work this whole time on major projects.
