I can't recall ever seeing anything like this before. Since no hit actually occurred, what's the penalty, if anything? Unsportsmanlike conduct?

Actually, you could match the kid (they play USA Hockey in Utah as opposed to NFHS) for attempt to injure. In NFHS, I'd DQ him.

And he was still getting a penalty.
Original penalty is on white for a hold/board on red. The red idiot was not penalized initially, but hopefully received something besides an Excedrin headache.
