Drive/Fly: Participating institutions located within 400 miles (for Division I) of the competition site are required to travel via ground transportation rather than by air. However, the institution may choose to travel by air and be reimbursed by the NCAA for the cost of ground transportation.
Commercial Flights: Flight options are limited due to the quick turn around time of championship travel and the seasonality of NCAA championships. Institutions that fly should be prepared to have connecting flights, split their travel party and leave campus early in the morning.
Hub Rule: Institutions may be required to fly out of any airport that is within 150 miles of their campus (for Division I). They may also be required to fly into any airport that is within 150 miles of the competition site. For example, a team in a rural area serviced only by regional airports may be required to drive to a metropolitan area to fly from a major airport.

I used to coach Track & Field in the NCAA and ran into the travel rules and who pays what all the time...
I agree that sending UND to Cincy for attendance wouldn't be enough $$$ to make the switch , but saving 37 last minute commercial tickets vs one coach bus round trip on I-89/I-91 will make the committee's decision to switch as easy as pie...
Best market price for a ticket from UVM to Cincy on United right now is around $575 x 37 = $21,275...Hence UVM will take a coach bus to Bridgeport...
