It's probably a venue choice to have media timeouts, similar to what MSG does despite not being televised.

Very weird period. Starting with an awful National Anthem, media time outs, two five on threes, a lopsided shots on goal and only a 1-0 score.
The referees giveth and the referees will taketh away.

Perhaps when they hear media shows up, they simply assume that they will be using commercials breaks rather than asking, and so therefore do it. MSG did it on the first year of Red Hot Hockey, despite no TV coverage. It may just be rink policy.
