Emil Ohrvall did where 19 at SSM so I suspect that 98 is not necessary for him. OTOH, we haven't retired 99 for Gretzky and we did have a 0 once (Don Cutts).

I was under the presumption that 99 is retired across all of hockey in honor of Gretzky, but it could be just the NHL. In addition, as much as 0 is allowed, I thought that 00 is not? Or is it just that you can't have both 0 and 00 on a squad simultaneously?

Almost always, the NCAA does not pay attention to what the NHL does. Period.
