It doesn't specify they have to be active or inactive. I think when the list was originally done several years ago there were some that were still active. But to be on the list they had to be "Great" ten years ago, so I think it's safe to say they are not active.
I suppose you could make the case that Jack Nicklaus at #9 for example still plays in the Senior PGA.... But that's as close as it gets for currently active.
Similarly, I think Martina Natratilova still competes in some senior mixed doubles tournaments.
