So I tried a thought experiment to create 50 more or less equal-ish states with the minimal amount of disturbance.
The rules:
1. Fewest total adjustments.
2. Adjustments can only be the merging of existing* states or the splitting of existing states. No "borrowing" or "shaving" is allowed.
3. * Existing will include all territories and possessions -- we're pulling everybody in at one go.
Current US state population stats:
56 entities (50 states, DC, 5 territories and possessions)
Average ratio of US population for 50 new states: 2%
Largest allowed under new system: 5%. Entities currently in excess: 4 (CA, TX, FL, NY)
Smallest to be allowed: 0.5%. Entities currently below: 16
CA splits into 3. Add 2 entities. (D+2) (R+2)
TX, FL, NY each split in half. Add 3 entities. (D+6)
Merge AS, MP (Marianas Islands), and GU with HI.
Merge VI with PR. (D+2)
Merge DC with MD.
Merge NH, VT and ME. (D-2) (R-2)
Merge MT and WY. (R-2)
Merge ND and SD. (R-2)
Merge DE with MD. (D-2)
Merge RI with CT. (D-2)
AK (.22) is under the floor but it's unique, leave it alone.
Total effect: (D+4) (R-4)

I hate the phrase "serve your country." Fvck those people who think only the police and the military serve their country. Every time I pay taxes, I serve my country. Every time I vote, I serve my country. Every time I protest something my country does that I don't agree with I serve my country. Every time I donate to the Salvation Army, my local public library or help clean up a highway, I serve my country. If you think the only way to serve your country is to carry around lethal weapons and look tough so you can impress your vacuous girlfriend, you have a warped mind.

To me, serving your country goes above and beyond what the average citizen does.
