Dictators love to leave slots unfilled. That way the normal functioning of an institution is interrupted and the only way to get anything done is to appeal directly to The Final Boss and bend the knee, offer bribes, praise, etc. Dump lives for that and even before he became president people commented it was how he ran the Dump organization.
Like the constant backbiting and paranoia among his staff, it's not a bug it's a feature, and it's all designed to make Mister Insecurity feel like a big boy who everybody likes and needs. Arendt wrote that Nazi leaders did the same thing to stop government from functioning efficiently and thus making it important for them to intercede personally. That was how they maintained their personal power -- the last thing they wanted was a system of rational rules and norms that they too could be bound and judged by. Unlike their reputation, autocracies are very inefficient, on purpose.
When I write Oranges of Totalitarianism about this bunch of thugs, I will find thousands of examples of this as a designed strategy.

That’s the thing that is ****ing mind blowing about this entire incident. It took a national (or probably multinational) effort by the espionage apparatus to take down the Natanz facility with Stuxnet. This lady almost made it to what should be a secured facility. This president is a danger to national security.
