It's a backdoor way to apply the tariffs without going through the usual paces. He'll claim that imported vehicles could contain something that could be detrimental to national security.

Kinda like the Chinese ZTE phones that come with spyware baked into their firmware and are imported into the US. (The same ZTE Phones that Trump wants to lift the restrictions on...)
