Probably because they believe the bank is assuming that gross income and overall productivity will remain at stagnant levels, with only the rates changing. Tax cuts across the board are being done for economic growth, which are meant to increase the two points assumed to remain stagnant.
I will say, though, that unless spending is reduced, we're not going to be lowering deficits anytime soon. And we also need to re-evaluate what's "mandatory" and what's "discretionary". The last time I saw information on that, anything Democrats favor was "mandatory" and anything Republicans favor was "discretionary".
I've been busy the last few weeks and haven't had a chance to post on here, but wanted to say the tax cut stuff completely baffles me. I was at a bank event today and they had an economist speak, he showed that the bank projects our annual deficit will go back up to around a trillion dollars and deficits will continue as far as the eye can see. I can't believe that this doesn't really seem to concern many people. At some point we are going to have massive, massive problems.
