I'd be willing to bet that a large chunk of the bureaucracy is due to the utter fear of making a mistake and wasting money.
Which means very thorough procedures have to be thought up and followed to the letter of the law.
Government has actual work to do- make sure that our rights are not violated by other people- which is the source of every decent regulation on the books. EPA rules prevent you from getting sick or dying due to others pollution. DOD is there to protect you from outside people, DOT is there to make sure you can travel from A to B safely and efficiently, etc etc.
Cutting funding does not at all mean anything is going to be more efficient- it means that it will be easier to bypass the rules to get your stuff done, at the increased risk of harming someone else.
We don't need that.
I don't want to see huge profits generated by polluting companies, or prisons, or teaching our public, or making toll roads, or cheating the stock market....
I could go on.
YOUR fear of those groups wasting money is what causes bureaucracy. And the funny thing is that few hold private companies to the same standards at all. Even if you own stock.

I get that she's admitting her own faults as well, but the idea of her losing the election because of misogyny or Russia or all the free advertising given to Trump by EVERY outlet needs to stop.
