It's a very reasonable alternative. When I had OT on a job (granted it was salaried and above the threshold), I would allocate it to "comp time" that I would take elsewhere. The mandated time-and-a-half is killing workers' hours as it is.

Here's a "conspiracy" theory to consider.
We saw recently some serious bi-partisan work by congress. They put a 5 month budget together in a manner of compromise that we've not seen for quite a while, right?
We also saw Comey testify before congress talking about the Russian investigation.
Does anyone wonder about the timing of the two?
To me, there's a distinct possibility that Congress has seen information that puts many in the executive branch in pretty bad light WRT Russia. So their reaction is- we can't let that group dictate what we are doing anymore, so we have to go it on our own to preserve our government system.
We already have seen that this administration is incredibly weak in terms of negotiating anything. They start out going all in, with a position that is pretty easy to see through, and end up folding well before any cards are even shown. And Congress has reacted by, again, going on their own.
I'm almost to the point where the possibility that the ACA will be reworked instead of repeal and replace is an actual possibility, thanks to the bravado the executive branch is doing. Doubtful, for sure.
It's just to see some real compromise on things that didn't have any during the last administration is really odd. Especially for this group in the White House.
Trump is, at his core, a guy selling or renting studios and one or two bedroom units. There are so many great things about each unit--the unique design, the schools, the access to public transportation--even when a blind man can see it's a shythole located in a dangerous neighborhood and the utilities are through the roof. When he has been selling in this part of town long enough, though, word gets around and people start getting careful. He won't change because he can't, but people will adjust.
That's really not a very tight metaphor, but I think Trump is a small time flim flam man who is now dealing with con artists who are smarter, harder working, and determined to stay in the game. They will go along with his game as long as it doesn't hurt their own play.

Here is the problem with your conditions -- Employees never get to absolutely decide when they are taking paid time off, whether it is paid time off earned or granted as part of their regular work, or this "comp time." When an employee takes his or her vacation time or paid time off is always subject to final approval by the employer, otherwise an employer could find itself with no employees say during the week between Christmas and New Years.If the decision was left solely up to the employee to get either time and a half or a comp day, and what day they get off in compensation, I'd be OK with it. I think we all know that won't be the case though.
Thank God I have a union.
EDIT: Oh, AND the employee gets paid the normal rate for the extra shift on top of it.
