The reason it was made a rule in the first place was to get players to stop clearing it over the glass to relieve pressure and to keep the game moving.
Maybe it's just me but I don't think changing it to a rule like icing would be much of a deterent.

I'm not sure what you are driving at here.
They made it so icing the puck means you can't change and the faceoff is in your zone. It was so you didn't do it just to relieve pressure, and to keep the game moving.
Throwing the puck intentionally over the glass was never a problem. No team deserves a 2 minute PP because a player on the other team tried to clear it off the top of the glass and got under it a bit, or the puck was on edge...I'm well aware of that.
So because the rules were changed for essentially the same reason, they should have the same consequence?

I'm not sure, because I don't have the stats for it, but it doesn't seem like icings have gone down much, but intentional clears over the glass have.
