Two conferences of two 8-team divisions each. Within each conference, seed the division winners 1-2 and give them a first round bye. Take the next 4 teams by record (ignore divisions) and seed them 3 through 6. Reseed the two survivors as 3-4. Proceed normally.
12 teams of 32 make the playoffs. Once we get rid of overtime and the shootout and go back to simple 2-point games the playoff cutoff will be at about a .525 winning percentage. No crap teams in the playoffs anymore.

Playoffs:
Eliminator round: 3 at 2 for 1 game. Winner plays #1 in a 4/7 in the Round of 16.
QF and beyond: Most points v least points etc.
