I can't imagine any official agreeing to work under those conditions. Your job is to make judgment calls from your limited position in space and time. The all-seeing camera eye can be nearly everywhere and everywhen. There is no way even the best official does not miss many, many calls.
The standard for an official cannot be "truth." It has to be "meets or exceeds the approximation of truth that we deem defines an adequate official."
Or to put it another way, you can rank order the officials and fire the bottom half (though I doubt that will get you much of a pool), but you can't rank them against the camera and fire them all. Or you can, but that commits you to going to an all-electronic system, which is impractical.
