The Apartment has some very dark elements to it, which helps make it great. And Shirley MacLaine makes for an amazing manic pixie dream girl in the film, which helps.

I think of RomComs as something specific and in all the cases I can think of, modern (post-1980). For instance, It Happened One Night (one of the GREATEST movies in history, and possibly the greatest comedy ever made) is "romantic" and is a comedy, but it's not a RomCom, IMHO. Same with Arsenic and Old Lace, Philadelphia Story, His Girl Friday, and a dozen other classic movies that were made before studios figured out it was more profitable to treat every audience as comprised of middle schoolers with ADD.
I think an essential aspect of a RomCom is its triteness. Once in a million (or twice) it works, but usually (Pretty Woman, Bridget Jones' Diary, What Women Want, etc.) it's a formulaic opiate for sad, middle-aged haus fraus who want to pretend "it could happen to them." (It can't. They're done.)
