exactly. they are successful ooc but beat up on each other with no one team establishing themselves as the outright dominant team. parity across the league.

And it's not to say there can't be an elite team in the group, just that there doesn't have to be despite the league being extremely good top to bottom.

case in point: SNC

likewise, a weaker league such as the MCHA (which has gotten MUCH stronger in the past few seasons) can make a strong team appear weaker or overrated by having little success OOC

Yes, and yes. As to the second point...there is also nothing to say a team from a "weaker" league like the MCHA, MASCAC or ECACNE is prohibited from possibly being elite.
