Clearly Skjei held his stick out forward so that Seidel could dive over it after Skjei picked his pocket. Isn't holding your stick and having a guy dive over it a penalty?

Rau had a bullseye on him after his previous in-game antics. Weak? Sure. Not gonna argue it, though.
