Also, it is only a matter of time before there is a serious accident with two players racing towards the boards. That in itself makes the rule fool-hardy.

That's the reason it isn't touch icing. You impede the race, and it's still interference. It's a perfect marriage where you still actually have to play the puck, but you can slow down once you hit the dot so you don't ram into each other trying to get the puck.

I assume, given your "seems like a lazy way" comment, that you are also a fan of the two line pass rule?

This rule has good intentions but as of now the refs are struggling with consistency. Overtime this rule is going to help make the game quicker.
