I've heard this before, and I'm not convinced they are VOCs at all. VOCs are volatile by definition. Especially in the sun, they should vaporize. If there are any VOCs, they will typically be gone in a matter of months. Another bit of evidence that leads me to believe they aren't VOCs at all, is that the stuff on the windshield smears. VOCs shouldn't smear.
My 8 year old car still has this problem. I clean the windshield and it returns within a month or two. It's just dirt and grime from the atmosphere and you. Skin flakes, dirt, natural oils, sweat deposits, etc. I'm convinced of this.
I know this isn't the place for serious answers, but....
All the plastics in your car off-gas and some of those Volatile Organic Compounds (VOCs) deposit themselves on the glass. It is usually worse when you park in sunny areas. Those also collect dirt in the air as they are sticky, they also will fog easier if there is any chance of condensation.
