They knew. The name "California" on European maps predates the founding of the Jamestown colony by 93 years.
In 1776, the population of California was a quarter of a million, the same as Massachusetts. Had California been admitted as a state it would have had the 3rd or 4th largest delegation to the 1st Congress.

All the blacks moved to PG County. All the interesting whites moved to NoVa. DC is the city of Jeff Bezos, Wolf Blitzer, and Thomas Friedman. A white plurality city filled with rich people.

So, I was on the Esplanade last night for the Boston Pops concert and we were evacuated for a bit due to weather. We had to go into the Storrow Drive tunnel. While we were waiting out the storm, people broke out into song, singing America the Beautiful. Then the national anthem. Someone recorded America the Beautiful and the Only in Boston social accounts posted it. On their Twitter, I shared my video of people singing the national anthem. One of the local Boston tv stations asked if they could use it (and credit me). I said yes.
Later, someone from ABC News did the same. Didn’t see it till I got home. I didn’t respond but wanted to say something like “Only if you reported truthfully about Trump’s speech at Mount Rushmore” or whatever drivel he said late last night. I was too tired to formulate a response. What would you have said? Maybe I should have demanded to see a response to that picture of the Poor Boys surrounding that young woman on the subway first.

You can try to give permission with stipulations but that is no guarantee. Sometimes they won't even wait for permission.
