Promise to distribute proceeds to a series of investors (voters) but the money doesn't exist and since there's no money to pay out, you never have to honor the commitment.

My wife's high school had a young teacher who was somewhat infamous for seducing the senior girls in his classes. She was nearly one of his conquests, until her older sister intervened/tattled, and so he was forced to stop seeing her.

All of this was known, but he kept his job for years because he was careful to conduct most of his grooming activities off school property, and because he did at least wait until his targets were of age.

Except this time in order to raise money they went into middle schools to sleep with the girls instead of nursing homes.

No...just no. If you are over 20 you should never do anything with a 16 year old. That is not normal sexuality. That is rape. The 2 year gap should always be employed until both are adults.

If you are almost of drinking age you should never be touching someone who is barely old enough to drive. That is pathetic and gross.

No. You are simply wrong.

Age of consent for many states is 16. IMO, that is flatly too low unless the other party is also 16-18. Teenagers are simply too easily manipulated by adult predators.
