Don't underestimate the panic of Pitt and Syracuse on this issue, though. Pitt's been known to be upset with the Big East's direction since the Villanova flap (a worthwhile, if conservative, idea, given the right circumstances; 'Nova has made it clear, through its proposal, that it's had as long as UConn to get its ducks in a row yet didn't do even that basic level of investigation in that time, and came up with the silly idea of PPL Park). Confidence in the Big East office has been pretty low for some of the football playing members, and Pitt came to the conclusion that unless they forced the issue, the league would continually act to protect basketball membership.
The ACC, for its place, saw an opportunity to stake its claim as one of the "Big 4" moving forward, keep the Big East from widening the hoops gap by raiding the Big Less Than Twelve, keep the Big Ten from deciding it wants to lock down the Northeast for good, and making a play for Notre Dame. I'd call their moves "panicked but opportunistic".
Now, the ACC... they're not looking particularly deliberate. I think their initial moves were a combination of panic at the possibility of being outflanked by the Big East and raided by the SEC, and calculation by the basketball side out of some envy over being usurped as the foremost basketball conference by the Big East. I suspect that right now, they may be willing to take a less preferred member just to get over their contractual threshold for renegotiating their rights fees.
