Exactly. Some states have Governors who are acting in the public's best interest. Others are fucking shitty campaign managers and sending their national guard 1,000 miles to another state for a political stunt.

a friend of mine just quit a 200k a year corporate job as she was fed up. Had enough money banked so just quit and was looking for some part time work to get minimal benefits while she figured out next steps.

They don’t want to hire new people, they want to force the staff they have to do double the work and then blame “we can’t find anyone” when someone complains.

Honestly, if her resume shows that she's way over-qualified or would possibly want $15-20/hour, they may pass on that alone. With entry level jobs like that, they don't waste time with people that they feel won't be in the same room when they offer their $10/hour. That's an instant DQ for many retail/service positions.

Assuming that may normally be true, if places are turning away capable help they shouldn't also complain (or shift blame for their poor service) because they do not have enough capable help.

Here's the thing though: I guarantee that they are still using the same software that they have used in the past for the initial screening of applicants. Based on the applicants qualifications/work history, this is likely why she was DQed from these positions.

I'm not disagreeing with you that that may be the reason why she didn't get a call back. I'm saying same company shouldn't also be complaining (or shifting blame) for lack of qualified help if they are still utilizing the same software settings. In fact, if they are still using the same settings, it either shows that such company is either: (a) incompetent; or (b) purposefully doing so to save money on labor while keeping the "can't get enough help" scape goat.
 
None of them want smart, educated help with lots of white collar experience - they want cattle they can prod. People who wouldn't dare demand $15/hr before the pandemic or try to unionize. People who just accept their role as wage slaves and do what they're told.
 
Sorry, if I'm the manager of a Starbucks, there's no way I'm hiring a $200K corporate shark to sling lattes. Best case scenario is that she craters morale by pointing out all the flaws in Starbuck's corporate policies and procedures. Worst case, she actually tries to fix them, either behind the manager's back or in outright confrontations. No thank you. Give me the bubble-gum snapping college burnout with the toboggan cap and a bunch of tattoos who can't believe we pay $12 per hour for this, since that's $3/hr more than he ever made before. When the job only requires a sheep, you should only hire a sheep.
 
Update on my friend:

she did get a job at a Coffee shop last week. However she has already given two weeks notice after the following happened week one:

drink thrown at her for not being correct
customer on Customer assault with police involved after a guy started screaming about how dumb people were for Not knowing his order, woman behind him said to not swear at employees like that, and he clocked the woman in the head and a melee ensued
