Meh, I'm not a fan of gimmicks or judgement calls by refs to determine the outcome of a game. People already complain that refs do too much to determine outcome of games as it is.
According to the NBA rules teams have a max of 3 TO to use in the 4th quarter. The only change made in the final 2 minutes is if they have 2 or more full TOs then one is changed to a 20sec TO. As a rule change they could reduce the total number from 3 to 2 TOs in the final 2 minutes. Use it or lose it earlier in the 4th.
If you want to add a simple 'gimmick' make all back court fouls in the final 2 minutes a 3 to make 2 situation i.e. give the player fouled a 3rd attempt to make 2 points if they miss one of the first 2 shots. If they make the first 2 then no 3rd attempt needed. This would force the team defending to have to think whether or not a back court foul is worth the extra time or wait until the offensive team takes the ball to the front court. Having the rule apply to the back court only removes judgement calls by the refs.
